項目選址位於昌化鎮，項目分為公益性設施和經營性設施。公益性設施由政府出資建設，經營性設施由社會資本投入。公益性設施主要建設內容是：漁船避風水域，漁港碼頭，護坡，口門防波攔沙堤以及項目相關配套的救援、執法、污水及市政等實施，總投資約50825.26萬元。在國家一級漁港建設標準的基礎上（陸域面積≥10萬㎡），經營性設施具備供冰、供油、水產品交易市場、漁獲物加工、休閑旅遊等設施功能。

The program site is located in Changhua Town, divided into public welfare facilities and operational facilities. Public welfare facilities are funded by the government, while commercial facilities are funded by private capital. The main construction contents of public welfare facilities include: fishing boat shelter waters, fishing port wharves, slope protection, sand breakwater gap, as well as rescue, law enforcement, sewage and municipal implementation related to the project. The total investment is about 508.2526 million yuan. On the basis of the national first-class fishing port construction standard (landarea 100,000 square meters), the operational facilities are equipped with the functions of ice supply, oil supply, aquatic product trading market, catch processing, leisure tourism and other facilities.
